Does TC2000 now since its a brokerage have anyway of seeing these large block trades, and scanning for them?

There is no way to scan for trades which do not happen on the open market in the exchanges in TC2000.

Before investing a lot of time in trying to decode dark pools, I've learned that dark pools are taking an increasingly smaller proportion of exchange activity. Take a spin through learning about the nbbo and the lit market.
