Please help in writing this
most recent closing price on 30 mins chart is is above 8 day moving average high
most recent closing price on 30 min chart is below 8 day moving average low

The following daily Condition Formula will check for the current price being above the 8 day simple moving average of the high.
C > AVGH8
And the following daily Condition Formula will check for the current price being below the 8 day simple moving average of the low.
C < AVGL8
But there is no way to mix time frames and get the results to display as a Custom PCF % True Indicator on a 30 minute chart.

quick question. will i be able to set this condition as alert so it will text me/alert me when the condition is met for the stocks i have in my watchlist?

You can use a Condition Formula to create both EasyScan Conditions and Alerts.
How to Create an EasyScan and save it to the Library
How to have alert notifications sent to your phone via text message
The EasyScan cannot send you a text but works for an entire WatchList at a time. An alert can send you a text but must be created one symbol at a time.
