What would be the PCF formula for 

ADX 14 14 being over value 25 ?

There really isn't a way to create this as a Condition Formula. You can however click on the name of the ADX indicator on the chart at the top of the pane in which it is plotted and select Create Scan Condition to create a condition for the ADX being greater than 25.
