Bruce, is it possible to create a PCF for the standard deviation of only the first 30 minutes starting at the open of the day in TC2000?

No, it is not possible.
We can create a 30-period standard deviation formula and you can plot it in a 1-minute time frame by adding a Custom PCF Indicator to a 1-minute chart.
Adding and Moving Indicators (7:19)
- Period: 1
- Average Type: Doesn't matter (because the Period is 1).
- Formula: SQR(ABS(C ^ 2 + C1 ^ 2 + C2 ^ 2 + C3 ^ 2 + C4 ^ 2 + C5 ^ 2 + C6 ^ 2 + C7 ^ 2 + C8 ^ 2 + C9 ^ 2 + C10 ^ 2 + C11 ^ 2 + C12 ^ 2 + C13 ^ 2 + C14 ^ 2 + C15 ^ 2 + C16 ^ 2 + C17 ^ 2 + C18 ^ 2 + C19 ^ 2 + C20 ^ 2 + C21 ^ 2 + C22 ^ 2 + C23 ^ 2 + C24 ^ 2 + C25 ^ 2 + C26 ^ 2 + C27 ^ 2 + C28 ^ 2 + C29 ^ 2 - 30 * AVGC30 ^ 2) / 30
Modelling Bollinger Bands (& Standard Deviation) in a TC PCF
But it is only going to represent the first 30 minutes of the trading day on the 30th 1 minute bar of the trading day. Every other bar is going to return values for a different 30 minute span.
Note also that while you can plot the indicator in TC2000 Gold, you would need TC2000 Platinum to use intraday calculations as sorts or EasyScan Conditions.

I came up with the same thing, but was hoping I could stop it at the 30 min mark rather than continuing to update each successive 1 min bar.

There is no way to automatically the calculations at the 30 minute mark.
