I am interested in 2 PCF's to identify open and closed candles, where the close for the solid candle and the open price for the open candle is greater than the low price by the length of the body of the candle. In other words, the length of tail is equal to or greater than the body of the candle.

Hmmm... tricky because sometimes the open is the bottom of the body, sometimes it is the close.
Try this:
ABS(C-O)< (((C>O)*(-1)*(O-L))+((C<O)*(-1)*(C-L)))

((O<C)AND((O-L)>(C-O)))OR((O>C)AND((C-L)>(O-C)))
Try this and see if it finds what you're looking for. You could eliminate the OR and just use as two separate PCF's.
