Does a new high/ New low indicator exists in TC2000 at all?  The indicator takes one parameter, for example 20 and the indicator in return will plot number of stocks making new 20 days high.

No, there isn't a way to build a custom market indicator in TC2000. You are limited to the already created Worden Market Indicators which can be displayed as symbols.

Worden’s Market Indicators (T2s)
Market Stats, TICK and TRIN

There is a Custom Market Indicator feature available in StockFinder which would allow you to create Market Indicators from Conditions.
