Hi,
I already have the condition-MACD xup signal line selected on my TC200 charts. This does show up when two moving averages have already crossed but usually does not show for a few days. I would like to set up a new condition that highlights when two moving averages cross BUT as soon they cross.

You have not indicated how the Condition was created or the settings of your MACD. We would need to know the settings (all three periods and the moving average type of the MACD and its moving average) to help you create a Condition Formula.
Understanding MACD
That said, you can click on the MACD without knowing any of these things to create a Condition instead.
Indicators, Sorting & Scanning
If you click on a MACD, select Create Scan Condition and choose Crossing Up Moving Average from the Condition drop-down menu, it will return true on the very bar it happens as long as the settings of the MACD, its Moving Average or the Time Frame of the chart are not changed.
The will not return several bars later or several bars earlier. It will only return true if the MACD is above its moving average on the current bar and was below its moving average on the previous bar.
If this is not the case, then you need to contact technical support.
