Can you help with a formula showing price below the 20% line (oversold) 5 days ago,and above the 20% line today?

Are you asking about Stochastics? If so, what are the setting?
It should probably be noted that if you are using TC2000 version 12, I don't actually need to know the answers to these questions.
Click on the indicator and select Create Condition and choose Greater Than: 20.
Then add a 1-Period Simple Moving Average with an Offset of 5 to whatever indicator it is. Then click on the Moving Average, select Create Condition and choose Less Than: 20.
You could then create a Scan using both Conditions.
Indicators, Sorting & Scanning
As an added bonus, Conditions created this way are actually more efficient than Condition Formulas.

Sorry for innsufficient information. Still using TC2000 version 6. Can you help with a formula showing price 5 Days ago (C5) and Stochastics 12.5 also 5 days ago, with both below Stochastics12.5 20% line, but having today's price and today's Stochastics 12.5 above the 20% line?

The relationship of Price to the Stochastic 12,5 20% is absolutely meaningless. Even if they are plotted in the same pane, they are not plotted in the same scale. The relative positions of price and stochastics would change with scroll and zoom.
A formula for the Simple Stochastic SK 12,5 being above 20, but below 20 5-bars ago could be written as:
STOC12.5 > 20 AND STOC12.5.5 < 20
A formula for the Exponential Stochastic SK 12,5 being above 20, but below 20 5-bars ago could be written as:
XAVG(STOC12,5) > 20 AND XAVG(STOC12.1.5,5) < 20
