 Can you write a high or low for a interval time like last 10 minutes

 Personal Criteria Formulas are daily only, but it is possible to write a Custom Indicator and sort by it in Real Time. Take the following formula for example:

H>=MAXH12

In 1-Minute Mode, plotting this formula as a Custom Percent True would return True only when the High for the minute is the High for the last twelve minutes. In 5-Minute Mode, this formula would be looking at the last hour and in 10-Minute Mode it would only be True if the High for the current 10-Minute bar is the High for the last two hours.
