In TC2000
After I write a new note on a chart is there a way to edit that note?

If you left-click on a Text Drawing Tool on the Chart, it will bring up the Edit window for that Text Drawing Tool. Left-clicking on the actual text at the top of the Edit window for the Text Drawing Tool will allow you to edit that text.

Hi Bruce,
I don't mean text on a chart, but a note written using the "Write a Note" button that shows up in the latest news and notes column.

Ah, I thought you literally meant "on a chart". I do not know of a way to edit such notes once they are created besides completely deleting them and creating another note.
