In attempting to set up AVGC10 > AVGC30 AND AVGC10.1 <= AVGC30.1, I am getting a
"error in formula syntax" message. Below that, under "Criterion information" it says
"market days needed to calculate criterion: 32. What am I doing wrong here. Thanks.

The Market Days message is not an error message. It is just informing you that the formula will not calculate for symbols with less than 32-Trading Days of data.
The Error in Formula Syntax is an error message, but it is not one I can reproduce. When I copy and paste the formula directly from your post and test the formula, I get the calculations in the formula box and Result: False or Result: True depending on the test symbol being used. Neither of these results is an error as they just indicate if the formula returns True or False for the test symbol.
Are you using United States Regional Settings in Windows? TeleChart requires the use of US Regional Settings to work correctly. Adjusting your settings might correct the issue, but I would try copying and pasting the formula again first.
