 I can get the 'and then' only on the first condition entered in the buy space. After that the only options available are 'and or or'. I need to be able to use 'and then' in all 4 locations (buy, sell, sell short, cover short) and in sequencual entries.
I have conditions provided by the trainers staff that do this. It must be simple, but I'm batting 0 in
trying to find a way to do it.

 I am not able to reproduce the issue as described in that I seem to be able to add Sequence Conditions (And Then) to both Buy and Sell Short without restrictions on my computer.

Sequence Conditions are not available as Sell and Cover Short Conditions by design. There are logic issues that must be resolved before Sequence Conditions become available as Sell and Cover Short Conditions.
