 How do I create a PCF and/or custom indicator to divide the EPS Quarterly Percent Increase by the EPS Yearly Percent Increase (to find stocks with increasing earnings)?

 Unfortunately, you can't reference fundamental data in PCF's.

 Keep in mind that the EPS quaterly conditions in the program are comparing like quarters so stand well on their own for finding improving earnings.
