Why is the relative strength 1-yr SP500 say for DOW=409 in TC2000 at 71 at Morningstar and other sources? Does 409 mean it preformed 4 times better than SP500 over past year?

DOW returned around 102% over the last year and the SP-500 down around 34%.  The Morningstar site shows DOW 1 year return % as 101.6, which +70.2% better than the SP-500 (that's where your 71 value comes from).  

We'll have to contact Morningstar to find out how they arrived at 409.  By my calculations this number should be around 300 (102% / 34%).
