How can I write as part of a pcf the criterion........" ............three consecutive lower lows or any combination or of 2 lower lows and an inside day.?"

Try this formula. I ran it against All Stocks and found over 1100 passing.
(L < L1 and L1 < L2 and L2 < L3) OR (L < L1 and L1 < L2 and L2 > L3 and H2 < H3) OR (L < L1 and L2 < L3 and L1 > L2 and H1 < H2) OR (L1 < L2 and L2 < L3 and L > L1 and H < H1)
I interpreted your request to mean you wanted a stock to pass in any of the four combinations below:
L = lower low
N = inside day
L L L
L L N
L N L
N L L
