I am looking for formula where price basing  within 1% range of rising 20sma minimum x bars in row. thanks

Please try the following condition formula where x = 10.

TrueInRow(C > C20 AND ABS(C / AVGC20 - 1) <= .01, 10) = 10

You can change the 10s near the end of the formula to adjust x.
