When scanning TC2000 charts, does it make a difference if the chart properties are set to 'Open vs Close' or 'Net Change'?  Which is best to use?

No, scanning doesn't use any of the chart setttings.  

I think net change is more common. If you hear that a stock was up 2% today, that's measured from the previous close just like net change.
