I would like to know the logic or the operation policy of the PCF formula copied in full (except for errors and omissions).

Try this. Changes in bold below.

Try copying and pasting again. I just tested it again and it works.

I don't know what it's intent is. I just corrected some obvious isses that were causing it to throw an error when tested.
