is there a way to scan for stocks that have weekly options?

Yes, there is a watchlist in TC2000 called "Optionable Stocks - Weekly". You can use that as the list to scan.

Is there a way to set a column in a watchlist for weekly options?

You could load the Weekly Options watchlist, unflag all items in the system, then flag all symbols in the Optionable Stocks - Weekly watchlist.  When you view other lists any of the symbols with weekly options will show a flag.
