I have version 12.3 and 12.4 on my computer.

I mostly use 3 and only open 4 when I need to change an indicator data source.

 

When I draw lines (horz/trend) on a chart is there a way to keep it on one chart

or in one workspace and not see it everytime I open that symbol in scans or other windows?

Maybe through symbol linking or something?

There are drawing boards, but those weren't added until TC2000 v12.4. I'm guessing using drawing boards in 12.4 isn't going to allow you to only view the drawing tools on a particular board in 12.3.

There is an option which should be available in TC2000 v12.3 as well to Show: Drawings Created On This Chart. You should be able to access it by clicking on a drawing tool on the chart and selecting Manage Drawings.

I don't want but one drawing board. How do I do that. All those drawing boards confuse me.

The following option is available in TC2000 v16/v17. Select Tools | System Settings | Charts. You can uncheck Include Extra Drawing Boards there if you only want to have a single drawing board.
