Click on the name of the RSI indicator at the top of the pane in which it is plotted and select Create Scan Condition. You will either want to set the Condition drop-down menu in the Create Scan Condition window to Greater Than 95 or Less Than 5.

Create Conditions from Your Chart (5:25)
Building a Scan with Multiple Conditions (7:29)

Click on the name af the RSI indicator at the top of the pane in which it is plotted and select Create Scan Condition. You will want to choose New High and set the Period to approximate 34 months (714 on a daily time frame).
