In stock finder, I use a formula of the stochastic (12,3,3) crosses up 30 then 70 within 7 periods. Can this also be done in TC2000?

Yes, this can be done in TC2000. 
The formula would be:

STOC12.3 > 70 AND STOC12.3.7 < 30

Please note, this formula is for a simple stochastic 12,3 %K.
