Is there a way to create a pcf that combines the true strength indicator with volume?. I would like it to be a relative volume, compared with the average volume for that time period. Thanks!

No. I do not even know of a way to make a Personal Criteria Formula for the True Strength Index on its own which would be short and fast enough to be practical or post in the forums. I'm assuming combining TSI with volume in some fashion would only make the formula more complicated.
We can compare volume to average volume rather easily. For example, the following divides the current volume by the 100-period simple moving average of volume ending 1-bar ago:
V / AVGV100.1

what is the actual formula for TSI?..And do you know how to convert it to easy language?..Thanks

Apparently I used to be smarter than I am now and I have been able to figure out a way to write TSI in way that is short enough to post in the forums previously.

That said, I am unsure as to how you would want to combine TSI with volume.
The first of the topics referenced above has a Metastock formula for TSI. I do not know EasyLanguage and could not say how it might be coded in EasyLanguage. We do not support third party products.
