Is there information available from within TC2000 to determine how much cash a company has in relation to their market cap?

Capitalization is available as one of the built in fundamental system criteria.

Morningstar Fundamentals

But Cash on Hand is not available. Even if it were, you would only be able to view or use the current value as an EasyScan Condition. There would be no way to calculate a comparison of the Cash on Hand versus Capitalization in TC2000.
