I do not understand the intent of your post. I cannot think of any indicators in TC2000 with these settings.
A Custom PCF Indicator has Plot Style, Plot Color, Period, Average Type, Formula, Line Style, Line Width and Plot Opacity settings with a place for you to enter a Label for your Custom PCF Indicator. Entering your formula ((100 * (C - C1) / C1) >= 4 AND V >= 1000 AND V > V1) would produce this error message when used in a Custom PCF Indicator because the formulas in a Custom PCF Indicator must return numeric values instead of being boolean (which return true or false).
A Custom PCF % True Indicator would allow you to use your formula and has all of the same settings (except that the Formula setting is called Boolean Formula). That said, it doesn't have any of the other settings specified in your post.
If you are asking how you might implement the Vervoot Modified ATR or any of the Trailing Stop Indicators based on the Vervoot Modified ATR in TC2000, I cannot think of a way to do so.
