 I Condition Formula for the price of the current bar being higher than the closing price of the preious bar would be:

C > C1

If you set the Time Frame of the Condition Formula to Daily, this would check for Daily Price History to be moving up. You can set the Time Frame of a Condition Formula using the Time Frame drop-down menu when you create or edit the formula in TC2000 version 12.
