I would like to scan for the stocks that have
macd rising on weekly basis but below the zero line
and
stochastics on daily less than 30.

It is possible, but the MACD and Stochastics both need to be in the Chart. This means at least one of them is going to require its own Time Frame instead of using the Main Time Frame.
Add the MACD and Stochastics to the Chart normally. Then right-click on one of them and select Block Diagram. If you left-click and Drag on the Time Frame input to the Prices Block and select Select Block & Connect, there should be a variety of items listed that start with "Time Frame:". Selecting any of these should add a Time Frame setting that can be accessed by left-clicking on the Indicator to bring up the Main tab of its Edit window.
Once you have at least one of the Indicators with a Time Frame setting, you can adjust it indepently from the Time Frame used for the Chart as a whole. You can then just right-click on the Indicator and select Create Rule to create the desired Rules and Drag and Drop the Rules onto each other and select Create New Combo Rule to combine the Rules as desired.
