How can I make Buy or Sell rules in SF based on rules from different time frames?
I remember it was easy in Blocks version. What is the difference ?

Rules are now part of the Chart instead of being part of the Layout as a whole. This means Combo and Sequence Rules must be from the same Chart. You can have Combo and Sequence Rules with multiple Time Frames as long as the Indicators with different Time Frames are on the same Chart.

so, how can I make Indicators with Different Time Frames on the same Chart ? Where can I read about it ?

You can't always do so, but if the Indicator is a parent Indicator and uses a Block Diagram it is usually possible to change the Time Frame from that used by the Chart itself. If you right-click on an Indicator of this type and select Block Diagram, there will usually be Prices and/or Volume Blocks that accept Time Frame input. This will normally be connected to the Main Time Frame. If you left-click and drag on the Time Frame input and select Select Block & Connect, you should be given a list of adjustable Time Frame Blocks that can be used instead.
If the Indicator is a Child Indicator, you usually need to adjust the Time Frame of any Parent Indicators in order to adjust its Time Frame.

Being specific, I tried to use it with TSV+ and did not find a way in changing time frames.

You won't be able to change the Time Frame for built in TSV Indicator because the Block Diagram is password protected. It is possible to construct the basic TSV Indicator using the built in TSV Block however (I don't know of a way to do so for TSV+). I've done so and attached the result to this post. You should be able to Open an attached Indicator directly into a running copy of StockFinder (and save it from within StockFinder if desired). TSV+ has an additional parameter you can set called Amplify (Amp)...it simply amplifies the activity around the zero line (in the case of a really flat TSV hovering around the zero line, it makes it far easier to read).
