 How do I build a scan to determine percentage gainers and losers?

Create the following PCF:
C>C1

Once calculated, sort your list by it.  Make the last stock on the list that shows TRUE your active symbol.  Note the number (X of X in WatchList) at the bottom.

In Blocks this can be plotted and calculated for you with the WatchList calculator.  You can see how those percentages change over time.
