You could use Indicator Sorting or we could write a Personal Criteria Formula for you if you provide your complete Stochastic Settings:

Period: ?
SK Period: ?
SD Period: ?
Average Type: Simple or Exponential?

Above 70:

Simple SK:
(STOC60 + STOC60.1.5 + STOC60.1.15) / 3 > 70

Simple SD:
(STOC60 + 2 * STOC60.1.5 + 3 * STOC60.1.10 + 2 * STOC60.1.15 + STOC60.1.20) / 9 > 70

Below 30:

Simple SK:
(STOC60 + STOC60.1.5 + STOC60.1.15) / 3 < 30

Simple SD:
(STOC60 + 2 * STOC60.1.5 + 3 * STOC60.1.10 + 2 * STOC60.1.15 + STOC60.1.20) / 9 < 30
