 Is it possible to create a pcf that looks for Stocks that have a history of Volitale Movement?

 You might want to try TeleChart's built in Volatility Fundamental System Criteria. You might also wish to try Historical Volatility. You may wish to review the following:

Definitions of all built in scanning and sorting criteria
