I am trying to build an easy scan to find stocks that are forming a base. How should I approach this?

If you are looking for stocks that are consolidating you should find several ideas from this video I made:

Scan for stocks bouncing in a lateral channel

Remember you don't have to use all the tools in the video, you may just want the method for finding stocks going sideways. Check it out and let me know.
