What are the settings of the RSI? Over what period do you wish to check for a new high? Is the RSI the plain RSI indicator or the RSI - Wilder's indicator?
Note that it is possible to create a Condition for this without knowing this information or writing a formula. Just click on the RSI indicator and select Create Scan Condition. Then choose New High from the Condition drop-down and adjust the settings as desired.
Note that while it is probably possible to create a Condition Formula for a new high in the plain RSI indicator, it is probably not possible to create a Condition Formula short and quick enough to be practical or post in the forums.

I'll assume the period is 14. Please try the following:
RSI14 > MAX(RSI14.1.1,251)
