Creating new conditions and indicators had a wizard in version 7. Don't see it in version 12. How do I access the wizaes?

You can click on Add Indicator at the top of the chart to add an indicator.

And click on an indicator and select Create Scan Condition to create a Condition.

In version 7, PSF language was easier using the wizard. Now in version 12 you have to know the language to write the formulas.

In TC2000 version 7, you had to create Personal Criteria Formulas. In TC2000 version 12.2, all you have to do is click on an indicator and select Create Scan Condition.

When you click on write indicator formula, a box appears to write your own formulas. There is no drop down menu to click on "high" for example. You have to know the language code to write the formulas.

You are correct. There is not a built in wizard in the Edit Formula window of TC2000 version 12.2 like there is in TC2000 version 7 which would allow you to automatically create formulas.
If you are trying to create the type of simple formulas for which the wizard would be assistance however, it is quite likely that you do not need to create a formula at all. You can create these types of Conditions without using formulas at all in TC2000 version 12.2 by just clicking on an indicator on the chart and selecting Create Scan Condition. This is much easier than trying to create a formula, wizard or not.
