1) price opened higher than previous days close by at least 3%
2) looking for a new high based on the first 15 minutes of trading day.
so every time the price goes higher than the high price from the first 15 minutes of the trading day is what the scan is for.

We could do this in StockFinder Platinum, but I cannot think of a way to do so in either version of TC2000.
The Personal Criteria Formula Language does not have syntax for referencing the time of day or how many bars have passed during the day so far. This means there is no way to determine the high of the first fifteen minutes of the day.
The only part of your request for which we can create a PCF is that the open is at least 3% higher than the previous close:
O >= 1.03 * C1
