 Please write me a pcf that give me stocks that closes within 20% of the high for the day.  Doesn't want a long shadow on candle.

 You could use:

H - C <= .2 * (H - L)

Or:

STOC1 >= 80

A formula for not having long shadows would depend on the particular definition of long shadows being used. If only the upper shadow is of interest (and not long means 20% of the total candle or less), then either of the above formulas should do it.
