I'm trying to get a PCF on an hourly timeframe to give all stocks where 5 hours ago Stochastics was below 20 and where it is now above 20. I'm trying to use 14,3 settings. Here is the formula I'm using and it doesn't seem to be working right.
STOC14.3.5 < 20 AND STOC14.3.0 >= 20

In TeleChart 2007, all Personal Criteria Formulas are Daily, so I'm going to assume you are using TC2000 version 12. Make sure the Time Frame of the Condition Formula is set to Hourly and that the Average Type of the charted Stochastic Indicator to which you are making a comparison is Simple.

Ok, I see the issue, it seems to be working now. I'm actually using TC2000 V11, is that version still valid and supported or should I just go to V12? Also, will if I should move to version 12, can I assume it can run on my mac like V11?

TC2000 version 12 is the current production release. The TC2000 version 11 beta was a beta version of the software which is no longer available but it should still work.
There are enough differences between the TC2000.com version 11 beta and TC2000 version 12 that I would try version 12 before uninstalling version 11. You can run and install TC2000 version 12 without uninstalling the TC2000 version 11 beta. In fact, you should be able to run them both simultaneously.
