Can you tell me how to write a pcf that screens for

Price <=3 % higher than the  the higest high of the last 5 days.

If you mean price has to be above the high but less than 3% higher and the last 5 days:

MAXH5.1 <= C AND C <= 1.03 * MAXH5.1

If it just needs to be below this value with checking for it being above the high:

C <= 1.03 * MAXH5.1
