Is there a way to move a symbol up or down a watchlist?

You can use the Personal WatchList Order WatchList Column for this if the WatchList of interest is a Personal WatchList, but there is no way to do this for System WatchLists.

You can turn this on and off under Tools | System Settings | General | Show number column on Personal WatchLists.
