 I was watching the webinar to find out the breakout stocks in the link Webinar: EasyScans for Your Favorite Setups - Breakouts, Consolidations & Divergences

But I'm not able to find many Conditions what the presenter was talking.

Please help on how to create those in V 18

Which specific conditions aren't you able to find? If you give me a list, I might be able to help you. I am not watching an hour long video and guessing and what you might need or not need.

Some of the conditions are not built in and need to be created as formulas. These formulas are discussed during the video.
