What would be the syntax to determine the % of "Public Shares"... In other words:

% Public Shares = (100% - Insider Shares (%) - Institutional Shares (%).

So if Insiders held 10% and Institutions held 80%, the return would be 10%.

There is no way to calculate this figure on your own in TC2000 as there is no syntax for referencing fundamentals in the Personal Criteria Formula Language.
