How would I go about scanning for stocks that have specifically popped up towards the end of the trading session. E.g from 2PM to 4PM

There isn't a way to specify a time of day in an intrady Personal Criteria Formula.

If you are doing the scan around 4 PM ET, you could check for a a minimum price percent change in the most recent 2 hours on an hourly chart. The following checks for more than a 5% change.

C > 1.05 * C2

Or most recent 120 minutes on a 1-minute chart. The following checks for at least a 3% change.

C >= 1.03 * C120
