Just repeating the phrase "swing up" isn't going to provide any additional clarification as to what you want.
We have no idea what you mean by "swing up". Do you mean price was down during the previous bar and is up during the current bar?
C > C1 AND C1 < C2
Or maybe something like a pivot low where there is a low surrounded by two higher lows?
MINL2 > L2 AND L2 < MINL2.3
Do you mean something else entirely? We need a specific unambiguous objective definition of "swing up" to help you any further.

I mean the Swing Up signal based on breakouts higher volumes in purchase and Breakout bullish volatility.

Almost every term you just used is subjective instead of objective and has numerous possible interpretations. Anything I provide is just going to be a guess.
I will give you a guess, but it probably won't be what you want (because there are so many possibilities, the odds that my guess will be your particular intepretation of all of these terms are quite unlikely).
V > 2 * AVGV20.1 AND H > MAXH20.1 AND ATR > 2 * ATR20.1
In all seriousness, we need actual definitions to help you write stuff, not ambiguous nebulous phrases with multiple possible interpretations.
