I would like a PCF Formula with the signal on the titles with a negative performance of <5% to <99%

I am going to guess this means you want a formula which returns true when the 1 period price percent change is between -99% and -5%.
-99 < 100 * (C / C1 - 1) AND 100 * (C / C1 - 1) < -5

I ask for a formula with the signal on the Securities with the current quotation = <2% from the closing value of yesterday.

So you want price percent change to be negative but within 2%?
98 * C1 <= 100 * C AND C < C1
Or just within 2% no matter if the percent change is positive or negative?
100 * (C / C1 - 1) <= 2

No, the price must be less than 2% and above, so the signal will start from 2% down, not within 2% !

So you want price to be at least 2% down?
100 * C <= .98 * C1

-98 <100 * (C / C1 - 1) AND 100 * (C / C1 - 1) <-2
