I would like to transform the Force Index Index into a PCF Formula with the following parameters:
Force Index 3 - 3 Crossing Up Value zero line.

The following assumes you mean a period of 3 for both the Force Index itself and it EMA trigger line.
The Force Index itself crossing up through 0 would be:
XUP(XAVG((C - C1) * V, 3), 0)
The slow / trigger line crossing up through 0 would be:
XUP(XAVG(XAVG((C - C1) * V, 3), 3), 0)
