Is it possible to look back on a Monthly chart over a 3 year period or time (or what ever i want) and express that Today's RSI has reached a new RSI High over that period of time?

Yes, set the time frame on the chart to Monthly, then click on the RSI label and select Create Scan Condition. Set the condition to New High and the Period to 36.  You can either Save the condition for use later or create a new EasyScan on the fly.
