RSI 5ma4 < RSI 13 ma5ma10 1 dayago

or RSI 5ma4 < RSIma5ma10  2 days ago

or RSI 5ma4 < RSI ma5 ma10 3 days ago

and RSI 5ma4 > RSI ma5 ma10  today

If your RSIs are plain RSIs without Wilder's smoothing built in.

(RSI5.4.1 < AVG(RSI13.10.1,5) OR RSI5.4.2 < AVG(RSI13.10.2,5) OR RSI5.4.3 < AVG(RSI13.10.3,5)) AND RSI5.4 > AVG(RSI13.10,5)

A similar formula for Wilder's smoothed RSIs would be too long and slow to be practical.
