How can I make the SP-500 avgc50>avgc200 as a required condition in Backscanner ?

Add Price History from the Indicators menu and change the symbol to SP-500 by clicking on the symbol in the legend.  Add two moving averages to that price plot and set one to 50 and one to 200 (make sure the time frame on the chart is set to 1 Day.

Click on the 50 and drag it onto the 200, then select Create Conditon.  Choose "Above MovAvg 200".

This will return True anytime the 50 day MA is above the 200 day MA on the SP-500.
