I would like to have a PCF Formula with the following parameter: Signal on stocks with gap opening below the minimum yesterday.

So not sure what the signal on the securities => 1% means for sure, but this would be my first guess based on the use of the word preceeded.
100 * C > 101 * C1 AND O1 < L2
If that had not been there, my guess would be the following instead.
100 * O <= 99 * L1
