1) Using DUST as an example, notice on 8/16/18, the High and the Close were within once cent of one another.
2) I would like a formula that shows how near Price (Close) is to High in percentage terms.

3) Maybe I should have said, within X percent. For example, 0%, 0.05%, 0.10% (variable).

Withing .05% would be C / H >= .9995
Withing .1% would be C / H >= .999

Rather than the following formula below which is a condition...
With .05% would be C / H >= .9995
... Can you provide a Custom Indicator that shows a percentage return so that I can sort for the lowest value?
Also for C/L or L/C (whichever is correct).

Please try the following for the percentage from the high.
100 * (1 - C / H)
And the following for the percentage from the low.
100 * (C / L - 1)
Note that the above are based on the percentage of the high and low value. If you want were price is between these values as a percentage of the range (with the low being 0 and the high being 100), you can just use the following.
